Last weekend, President Obama postponed a military strike against the Syrian government in retaliation for an alleged chemical weapons attack so he could first seek authorization from Congress. The road to further U.S. involvement in the crisis may take several twists and turns politically, procedurally and diplomatically, raising questions about the process.
