Economic plan starts paying dividends

In this op-ed piece covering a wide range of initiatives to improve Michigan's economy, Gov. Jennifer Granholm mentions her efforts to create a new Merit Award Scholarship that would allow every student in the state to obtain $4,000 to attend college or receive technical training "so they can compete in the 21st century economy."
