Former NLRB Board Chairman William Gould to speak at Wayne State University, Sept. 19

Former National Labor Relations Board Chairman William Gould will share his insights on the board and its impact on labor issues when he delivers the Irving J. Bluestone Lecture at 8:30 a.m. Tuesday, Sept. 19, in Wayne State University's McGregor Memorial Conference Center. Admission and a complimentary continental breakfast at 8 a.m. are free. The program is sponsored by the Douglas A. Fraser Center for Workplace Issues in WSU's College of Urban, Labor and Metropolitan Affairs. Currently a professor at Stanford University Law School, Gould headed the NLRB from 1994-98. He was a law professor at Wayne State from 1968-71 and also has taught at Harvard, Howard and Boston Universities. He is a graduate of the Cornell University Law School and earned a bachelor's degree at the University of Rhode Island. Gould, a former assistant general counsel for the United Automobile Workers, also has experience in private practice with a law firm in the state of New York. A member of the National Academy of Arbitrators, he has arbitrated more than 200 labor relations disputes, including one between the Detroit Federation of Teachers and the Detroit Board of Education in 1989. He has written seven books on labor law, the most recent being Labored Relations: Politics, Law and the NLRB - A Memoir. Among other insights on the NLRB, Gould will highlight the clash between Congress and the board appointed by President Bill Clinton over labor relations policy and the role of the NLRB. He also will discuss proposed policy and administrative reforms aimed at restoring the effectiveness of the board. The lecture series is named for Irving Bluestone, retired UAW vice president and director of its GM Department.
