Professor of Law Michael McIntyre has been honored with Wayne State University’s President’s Award for Excellence in Service.

It’s the latest of many honors for McIntyre, who joined Wayne Law in 1975 and has been “both an inspiring teacher and productive scholar” ever since, according to WSU President Allan Gilmour.

An internationally acclaimed expert on taxation, McIntyre teaches various tax courses, writes widely on tax topics, and for the last 30 years, has consulted widely on a range of tax policy issues for various public bodies. He has testified numerous times before various committees of Congress and is widely quoted in the international press.

He has served as a consultant to various U.S. states and to national governments — including Australia, Bangladesh, Brazil, Canada, Egypt, New Zealand, Peru, Romania, Spain, United States and Vietnam — on six continents; and to the Organization for Economic Cooperation and Development; and the United Nations’ Committee of Experts on International Cooperation in Tax Matters, a group that has prepared and updated the UN’s model tax treaty.

McIntyre has distinguished himself at Wayne State, as well.

In 1982, he was the first recipient of a Career Development Chair, and in 1990, he received the Board of Governors Faculty Recognition Award for his book, “The International Income Tax Rules of the United States.” That two-volume treatise was updated annually through 2002. He is also the author (with B. J. Arnold), of a book titled “International Tax Primer,” the second edition of which was published in 2002.

“His induction into the University’s Academy of Scholars in 2012 is recognition of his outstanding contribution to the Wayne State University Law School and of his national and international reputation in his field,” Gilmour said.
McIntyre also has volunteered at Wayne State throughout his career. He has been a member of the Academic Senate for more than 20 years, and was the primary author of the final report created by an ad hoc committee formed to develop a new Board of Governors statute at Wayne on centers and institutes. He also served on various other university ad hoc committees, including the President’s Budget Advisory Committee in 2012.

“As a member of the Provost’s Budget Analysis Committee, he helps interview deans and analyze school and college budgets, providing important context and perspective to these processes,” Gilmour said. “Most recently, Professor McIntyre was the driving intellectual force on a special committee assigned to examine tenure and related matters. His efforts resulted in creating a foundation for resolution on these important issues.”

The award was presented to McIntyre on Dec. 17 at the university president’s apartment during a lunch organized by Gilmour in the professor’s honor.
