11th Annual Lent Upson Lecture to be held Oct. 21 at Wayne State University

Christopher Hoene, National League of Cities (NLC) center director for Research and Innovation, is the keynote speaker at the 11th Annual Lent Upson Lecture and alumni reception on Oct. 21 at 2:30 p.m. at Wayne State University's Spencer M. Partrich Auditorium, 471 W. Palmer in Detroit.

Hoene oversees NLC's efforts in areas such as public finance, economic development and governance. He has published his research in a variety of journals and is co-author of City Fiscal Conditions. He serves as a resource for PBS, CBS and NBC news as well as other news and information resources.

Prior to Hoene's presentation, professors Richard Elling and Debra Horner will lecture on what the public feels should be done to deal with fiscal stress and how local governments are coping with the burdens of that stress, respectively.

Elling teaches several graduate courses in public administration at Wayne State University, as well as a course on American federalism and intergovernmental relations. He was a recipient of a Probus Club Award in 1993. In 1994, he received a Wayne State University Board of Governors Faculty Recognition Award for his book Public Management in the States.

Horner has taught a number of courses at the University of Michigan's Department of Political Science and through the school's Sweetland Center for Writing. Her teaching interests include political participation, public opinion, and campaigns and elections.

The free lecture is open to the public and will immediately be followed by a reception at the WSU Alumni House. Cosponsors of the 11th Annual Lent Upson Lecture include Wayne State University's Department of Political Science, the Citizens Research Council of Michigan and the Detroit Metropolitan Area chapter of the American Society for Public Administration.
