Frank W. Wu, dean of Wayne State's Law School, hopes to convince voters the Michigan Civil Rights Initiative is not a blow against racial and sex discrimination as advertised. According to Wu, it will end programs designed to eliminate racial disparities. Critics fear that, if approved, the initiative would limit minority access to educational and job opportunities.
